Doral, FL Animal Ordinances: Dog Leash Laws (2026)

Section 3-28 makes it unlawful for an owner or person in control of any animal to let it run at large. Once an animal leaves the premises of its owner or handler, it must be on a leash or contained in a carrier device and kept under the control of a competent person. The only exceptions are Tails and Trails Park, Doral's designated off-leash area, and duly permitted city events where animals running at large have been authorized for a show, demonstration, or other controlled purpose.

The leash duty sits alongside related Article II rules: Section 3-25 bars letting an animal commit a nuisance such as defecating or urinating on public property or another person's property, and Section 3-27 requires an owner to immediately remove and dispose of any fecal matter their animal leaves behind, in a closed or sealed container, with an exception for people using a service dog. Section 3-26 separately prohibits keeping an animal in unsanitary conditions that create an objectionable odor or unsightly nuisance, giving a 24-hour window to abate the condition after written notice.
