Eagan, MN Animal Ordinances: Mandatory Spay/Neuter (2026)

Eagan's dog and cat licensing sections, Subd. 3 of section 10.11, do not condition a license on spaying or neutering; owners need only pay the fee and show proof of rabies vaccination. Miniature pigs are treated differently. Subd. 3(a) requires a separate miniature pig license for any miniature pig two months of age or older, and Subd. 3(a).F sets four conditions the city checks before it will issue or renew that license. The first is that the miniature pig must be spayed or neutered, with the license application including verification from a veterinarian licensed to practice in Minnesota or another state.

The remaining conditions layer on top: the property must be zoned single-family detached or agricultural, it must carry a fence at least four feet high enclosing at least 250 square feet built to the code's fence standards, and slaughtering a miniature pig on residentially zoned property is prohibited outright. The city clerk-treasurer may revoke the license on a finding that any of these conditions, including the spay-or-neuter requirement, is no longer met, which puts the owner back in violation of the underlying keeping prohibition for an unlicensed miniature pig.

Miniature pig licenses run on a two-year cycle expiring each even-numbered February 20, so the spay-or-neuter verification is revisited at each renewal rather than required only once.
