Eagan, MN Animal Ordinances: Pet Store Rules (2026)

Eagan City Code § 6.43 defines a pet shop as any place kept for selling live dogs, cats, monkeys, hamsters, parrots, fish, or other small animals, excluding veterinary hospitals and kennels. Subd. 2 requires a license from the city clerk before anyone may operate one, and the clerk must refuse to issue it if the applicant is under 18, if the applicant or anyone holding a five-percent or greater financial interest has a conviction connected to running an animal shelter or retail shop or to the keeping, harboring, care, or treatment of an animal, or if that person was ordered by any government agency to close a retail pet store or animal shelter within the preceding five years.

Subd. 3 makes it unlawful to bring into Eagan, or to possess for sale, any animal carrying an infectious disease. Subd. 4 sets detailed facility standards licensees must meet: nonabsorbent floors kept clean and in good repair, sanitary walls and ceilings, durable metal, glass, or plastic cages sized for humane confinement, at least eight hours of daily illumination for cleaning and inspection, mechanical ventilation with negative air pressure to keep odors from adjacent businesses, sanitary feeding utensils, animals housed entirely indoors, pre-delivery vaccination against distemper and infectious hepatitis, a yearly tuberculin test for monkeys, and a separate janitorial room with hot and cold running water.

Licensees must also meet any council-amended performance standards within 45 days. Subd. 5 confines pet shops to commercial zoning districts.
