Lake Elsinore's code states no simple maximum, but two provisions cap household keeping. In the restricted district (LEMC 6.08.010, most of the city), LEMC 6.08.020 bars keeping cats or dogs commercially and conclusively presumes more than three are commercial, limiting noncommercial households to about three of each. Separately, LEMC 6.04.060 and 6.04.010 require a permit for any premises keeping five or more dogs (kennel) or cats (cattery) four months or older; a noncommercial kennel or cattery (five to 10 animals) needs a permit, each animal licensed and altered. Dogs four months or older must be licensed within 30 days (LEMC 6.04.030). Cat licensing ended in 2019, though cats over four months must still be microchipped and altered under LEMC 6.06.
Keeping more than three dogs or cats in the restricted district is presumed commercial and prohibited under LEMC 6.08.020. Keeping five or more without a kennel/cattery permit violates LEMC 6.04.060. Both are infractions under LEMC 6.04.280.
