Lake Elsinore's municipal code has no standalone ordinance prohibiting the feeding of wildlife. Feeding that creates noise, odor, vermin, or sanitation problems is reachable through the noisy-animal, sanitation, and public-nuisance provisions of LEMC Chapter 6.04.
The Lake Elsinore Municipal Code contains no dedicated section banning the feeding of wildlife, pigeons, or feral animals. Where feeding causes nuisance conditions, several provisions apply. LEMC 6.04.245 declares noisy animals a public nuisance, LEMC 6.04.220 requires any area occupied by an animal to be kept sanitary, and LEMC 6.04.160(J) addresses abandoning animals. Feeding that effectively harbors animals can implicate the keeping rules of Chapters 6.04 and 6.08, and keeping any permit-required exotic or wild animal is banned by LEMC 6.04.260. The California Fish and Game Code restricts intentional feeding of certain wildlife. Residents with wildlife or nuisance-feeding problems should contact Animal Friends of the Valleys (951-674-0618). No city fine schedule is specific to wildlife feeding.
There is no wildlife-feeding-specific penalty. Enforcement is indirect: nuisance conditions from feeding are abatable under LEMC 6.04.245 and 6.04.220 and infractions under LEMC 6.04.280. Harboring a permit-required wild animal is prohibited under LEMC 6.04.260; state rules may apply.
