Ramapo, NY Animal Ordinances: Wildlife Feeding (2026)

Adopted June 8, 1994 by L.L. No. 2-1994, Article II of Chapter 93 recites in § 93-12 that public lands of the Town, especially Town parkland and the Spook Rock Golf Course, are inhabited by large numbers of waterfowl that have become a nuisance to residents, and that prohibiting feeding may reduce the population that inhabits Town property. The operative rule in § 93-13 is a flat ban: no person may feed any waterfowl on any Town of Ramapo property except in designated areas established by the Town Parks and Recreation Department. The law is limited to Town-owned property and to waterfowl specifically; it does not reach private land or other wildlife such as deer. Enforcement under § 93-14 runs through the Police Department and/or Code Enforcement Officers of the Town, who may issue an appearance ticket under Article 150 of the Criminal Procedure Law for a violation of the article, rather than requiring an arrest.
