Ramapo's winter parking rule sits inside the vehicles-and-traffic chapter's list of prohibited acts. Section 267-12A(6) bans parking on all public roads whenever snow is accumulating on the roadway and snowfall has been forecast; once snowfall begins, the ban runs until the snowfall ends and the street is cleared of snow all the way to the curb or edge of pavement, giving plows an unobstructed path. That sits alongside § 267-9B, which lets the Chief of Police, working with the Highway Department, layer on additional street-specific parking restrictions during the winter season and periods of active snow removal, posting whatever notice is practicable given the storm. The legislative-intent section of the same chapter, § 267-2D, explains the Town's underlying concern: unattended and abandoned vehicles left in the winter season that impede snow removal or safe travel can be disposed of by a Town agency during a declared public emergency.

Chapter 228, Snowplowing, separately licenses the people doing the plowing rather than the parkers. Section 228-4 bars anyone from plowing snow within the Town using a vehicle unless a Town Clerk permit is affixed and visible, with an exception for owners plowing their own property and for government plows. Permits under § 228-5 run from November 15 to November 14 each year, are obtained by written application with a fee set in the Standard Schedule of Fees, and cannot be transferred to another owner.
