Ramapo, NY Parking Rules: Abandoned Vehicles (2026)

Ramapo's vehicle and traffic code treats an abandoned or junked vehicle as a Town-wide nuisance, and Chapter 267 again applies only in the Town's unincorporated area, outside its incorporated villages. Section 267-12A(2) flatly bans abandoning any vehicle, or leaving one anywhere in the Town under circumstances that give a reasonable appearance of abandonment. Subsection A(3) separately bars leaving a partially dismantled, nonoperating, wrecked or junked vehicle on any street or highway, and subsection A(4) sets a 24-hour clock for private property: no owner, tenant, occupant or lessee may let a partially dismantled, nonoperating, wrecked, junked or discarded vehicle sit on their land past 24 hours.

Three narrow exceptions apply under § 267-12B: a vehicle kept inside an enclosed building, one being operated on business premises when necessary to that business's operation, or one held in an approved Town or private storage depository. Outside those exceptions, § 267-13 gives the Chief of Police or the Superintendent of Highways authority to remove and impound a violating vehicle, charging the registered owner a towing fee capped at $25 and a storage fee capped at $15 per day outdoors or $25 per day indoors. If the vehicle sits unclaimed 30 days after impounding, the Town disposes of it and credits any sale proceeds to the general fund. Where an impounded vehicle's owner does not respond within 14 days of certified-mail notice, § 267-13E deems it abandoned under Vehicle and Traffic Law § 1224, and an abandoned plateless vehicle worth $750 or less has title vest immediately in the Town under § 267-13F.
