Chapter 173, Landscapers, licenses anyone who removes landscape material for profit and hauls it through Town streets, requiring an annual permit from the Town Clerk under §§ 173-4 and 173-5, with a fee set by the Standard Schedule of Fees and a permit that expires every February 28. Section 173-7 layers operational restrictions onto that permit. the following day, the closest thing the Town code has to a citywide leaf blower curfew, though it is written to bind licensed landscapers rather than homeowners running their own equipment.

Subsection B separately outlaws burning any landscape material outright. Subsection D prohibits blowing or raking leaves, grass clippings or other debris onto the public highway, right-of-way, or adjoining property, and conditions permit issuance on the landscaper proving it has a permit to deposit debris at a licensed depository, or a Director of Public Works-approved disposal plan. Subsection E adds a ban on spilling oil, gasoline or pesticides on the highway or right-of-way, and requires equipment to be filled only over a drop cloth or similar containment device. The Police Department and the Chapter 376 zoning enforcement officer both have authority to issue appearance tickets for violations under § 173-9.
