Section 12-201 adopts the Minnesota State Building Code, established under Minn. Stat. §§ 326B.101 to 326B.194, and incorporates it into the City Code as completely as if set out in full, subject only to the deletions and modifications listed in Chapter 12-200; a copy is kept on file with the City Clerk. Section 12-202 lists the specific Minnesota Rules chapters folded into that adoption, including Chapter 1300 (Administration of the Minnesota State Building Code), Chapter 1305 (adoption of the Minnesota Building Code), and Chapter 1309 (adoption of the Minnesota Residential Code), which together set out when a building permit is triggered for new construction, additions, and alterations.

Section 12-204 assigns organization and enforcement: the Building Department follows Minnesota Rule Part 1300, the Code is enforced within the city's incorporated limits and any permitted extraterritorial limits, the Inspection Division of the Community Development Department is the enforcing agency, and the administrative authority must hold a State Certified Building Official credential. Permits, inspections, and fee collection follow Minn. Stat. § 16B.62, Subd. 1 under § 12-205, and fees themselves are set from time to time by City Council ordinance under § 12-206, which also allows a refund, minus $50 or 20 percent of the fee, whichever is greater, for a permit on which no work or inspection has occurred. Section 12-208 makes any violation of Chapter 12-200, including of the adopted state code, a misdemeanor.
