Coon Rapids, MN Building Safety: Electrical Permits (2026)

Section 12-701 adopts the Minnesota State Electrical Act, established under Minnesota Statutes Sections 326.241 through 326.248, along with all amendments, rules and regulations the Minnesota Commissioner of Administration's Building Codes and Standards Division issues, incorporating it into City Code as completely as if set out in full, subject to any deletions or modifications the Chapter makes. A copy of the Act is kept on file with the City Clerk. Section 12-702 places organization and enforcement under Minn. Stat. Section 326.244, subdivision 4, designating the Building Inspection Division as the City's Electrical Act enforcement agency and requiring that any city official performing electrical inspections be a licensed master or journeyman electrician with no financial interest in a business subject to inspection.

Section 12-703 sets the permit procedure: applying for an electrical work permit follows the same process Minn. Stat. Section 326.244, subdivision 2 establishes, except that the application goes directly to the City of Coon Rapids and any handling or inspection fees are payable to the City rather than the state. Section 12-704 leaves permit and other fees to be set from time to time by City Council ordinance rather than fixing a dollar figure in the Chapter itself. Because the Act is adopted by reference wholesale, the substantive wiring, equipment and safety standards enforced in Coon Rapids track the statewide Electrical Act and its amendments rather than a locally drafted electrical code, while the permitting and fee-collection mechanics run through City Hall.
