Eagan, MN Building Safety: Building Permits (2026)

Eagan City Code § 4.03 requires a separate building or mechanical permit for each building, structure or mechanical component before anyone erects, constructs, enlarges, alters, repairs, moves, improves, removes, converts or demolishes it, or causes that work to be done. The requirement expressly extends to the plumbing, electrical, ventilating, heating and air conditioning systems inside a structure, not just the structure's shell. New construction that will occupy the land also needs a certificate of survey from a registered land surveyor, though an addition that stays within the existing footprint does not trigger a new survey requirement.

Permit and plan review fees, which may include a surcharge, are determined by the city council and fixed by resolution under § 4.02 in accordance with the Minnesota State Building Code, with a copy of the fee schedule kept on file at the office of the city clerk-treasurer. The city adopted the 2020 Minnesota State Building Code and its component Minnesota Rules chapters by reference under § 4.01, so permitted work must also meet those adopted construction standards. The Protective Inspections Department, headed by the chief building official under § 2.35, carries out the state building code and the City Code provisions covering construction, including buildings, sewage disposal systems, plumbing, heating and electrical inspections, so that office issues the permit and inspects the work once it is underway.
