Eagan, MN Building Safety: Electrical Permits (2026)

Eagan City Code § 4.06 requires that installing, altering, repairing, planning or laying out electrical wiring apparatus or equipment for light, heat, power or other purposes be performed in accordance with the standards set out in the Minnesota Electrical Act under Minnesota Statutes. That obligation sits alongside § 4.01, under which the city adopted the 2020 Minnesota State Building Code and its component Minnesota Rules chapters by reference, including item I, the Adoption of the National Electrical Code, as though set forth verbatim in the City Code.

Because § 4.03 separately makes it unlawful to work on the electrical systems inside a building or structure without first obtaining a building or mechanical permit, electrical work in Eagan effectively runs through two layers: the substantive wiring standards of the state Electrical Act and National Electrical Code, and the city's permit requirement for the job itself. Permit and plan review fees for that work are fixed by council resolution under § 4.02, with the schedule on file at the city clerk-treasurer's office, and the Protective Inspections Department, headed by the chief building official under § 2.35, carries out the state building code's electrical inspection duties alongside its building, sewage disposal, plumbing and heating inspections.

One copy of the adopted state code and fire code is kept marked as the city's official copy in that department, open for public inspection, so a contractor or homeowner can review the exact adopted electrical standards Eagan enforces.
