Eagan, MN Building Safety: Plumbing Permits (2026)

Eagan City Code § 4.05 makes it unlawful to install or construct any new plumbing system, or to add to, extend, alter or replace one, without first obtaining a separate plumbing permit from the city for each building, structure or plumbing system connected to a municipal water or sewage disposal system. That covers work at municipalities, institutions, factories, office buildings, apartment buildings and other places of business. The city will only issue the permit to a plumbing contractor duly licensed by the State of Minnesota, and only after the city reviews and approves a plumbing plan for the job.

For hospitals, nursing homes, supervised living facilities and similar health care facilities, buildings owned by the federal or state government, and projects of a special nature, the Minnesota Commissioner of Health must also review and approve the plumbing plan before work proceeds. Beyond the permit and licensing requirement itself, every plumbing system covered by § 4.05 must comply with Rule 4715 of the Minnesota Plumbing Code, which the Protective Inspections Department, headed by the chief building official, is charged under § 2.35 with enforcing alongside the city's building, sewage disposal, heating and electrical inspections.

Permit and plan review fees are set separately by council resolution under § 4.02 and kept on file with the city clerk-treasurer, so a homeowner or contractor pulling a plumbing permit should expect a fee tied to the scope of the work in addition to the licensing and plan-approval steps.
