The 2022 California Administrative Code is separately adopted under § 11-1.1 to govern how the Building Official processes applications, and § 11-1.2 directs that where the administrative code and the city's building codes conflict, the more specific provision controls unless the Building Official determines another provision better protects public health and safety.

Section 11-2.2(b) reinforces the permit gate for one recurring local restriction: the Building Official may not issue a building permit for any building or structure erected, placed, or maintained between established street lines and the city's mapped setback lines on streets such as Long Beach Boulevard, Abbott Road, Wright Road, and Santa Fe Avenue. Permit review and issuance run through Community Development's building division, and appeals from the Building Official's permit decisions go to the Board of Appeals established under § 11-1.2.
