Lynwood, CA Building Safety: Plumbing Permits (2026)

Lynwood Municipal Code § 11-18.1 adopts the 2022 California Plumbing Code, based on the 2021 Uniform Plumbing Code as published by the International Association of Plumbing and Mechanical Officials, in its entirety as the plumbing code of the city, regulating erection, installation, alteration, repair, relocation, replacement, maintenance, or use of plumbing systems within Lynwood. Section 11-18.2 currently reserves the local amendments slot for future use, so the city applies the adopted state code's permit requirements without additional locally written plumbing amendments. Permit processing follows the same Administrative Code procedures adopted at § 11-1.1, and where the Administrative Code conflicts with the plumbing code's own administrative provisions, § 11-1.2 directs that the more specific provision controls unless the Building Official determines another applies more fully to protect public health and safety.

Disputes over the Building Official's application or interpretation of the plumbing code go to the Board of Appeals established under § 11-1.2, the same appeals path used for the building, housing, and dangerous buildings codes elsewhere in Chapter 11. Plumbing permits, like the city's other trade permits, are issued and inspected by the Building Official within the Community Development Department.
