Section 37-244 of the Champaign Zoning Ordinance, part of Chapter 37 of the Municipal Code, sets five mandatory standards for day care centers. First, every day care center, child, must hold a license from the State of Illinois, and the code makes the absence of that state license "a per se zoning violation," meaning City zoning enforcement can act on the licensing failure alone without a separate finding. Second, every day care center must provide a minimum of four vehicular spaces for off-street drop-off and loading, addressing the traffic congestion associated with parent pickup and drop-off.

Third, the site must be designed so no play equipment sits in the front or side yard setback, keeping play areas away from the street-facing edges of the lot. , a limit aimed at protecting nearby residential properties from early-morning or evening noise. Fifth, and specific to centers sited as a principal use in a Residential District, no point on the day care lot may be located within six hundred feet of any point on another lot that is also the site of a principal-use day care center, preventing clusters of day care centers in residential neighborhoods.

These standards apply as conditions of the zoning approval that allows a day care center to operate as either a permitted or special use, depending on the district, under the use tables found elsewhere in Chapter 37.
