In addition to any other inspections authorized by this chapter and the law generally, the Fire Chief, Building Safety Supervisor, Neighborhood Services Director, Code Compliance Manager or designee of those individuals shall have the authority to conduct systematic inspections of certain types of properties in the following manner: (1)Each building or part thereof in the City that is occupied by a use included in the categories Assembly Group A, Miscellaneous Group U, and Residential Group R-1 other than boarding houses, as defined in the International Building Code as adopted shall be subject to an annual inspection by the City for the purpose of determining whether said building is in compliance with the International Fire Code and the property maintenance standards contained in this chapter.(2)Each building or part thereof in the City that is occupied by a use included in the categories Business Group B or Mercantile Group M shall be subject to an inspection by the City every two (2) years for the purposes of determining whether said building is in compliance with the International Fire Code and the property maintenance standards contained in this chapter.

If consent cannot be obtained despite reasonable efforts, the City cannot proceed without first securing an administrative search warrant under Sec. 1(5). Separately, Sec. 22-22 gives the Code Official general right of entry at reasonable times, subject to constitutional search-and-seizure limits, and Sec.
22-23 requires inspectors to carry identification. If an inspection turns up a property code violation, the Code Official issues a written notice of violation under Sec. 22-45 describing the condition, the code section violated, and a re-inspection date, and may negotiate a compliance agreement lasting up to one year.

Unresolved violations found during an inspection escalate to a failure-to-comply ticket under Sec. 22-46: $25 if settled within seven days, $50 after that, then $105/$158 for a second offense, $210/$263 for a third, and $420/$473 for a fourth within twelve months at the same address, under Table I-A. Unpaid tickets go to Circuit Court for prosecution under Sec. 1-21.
