Champaign, IL Building Safety: Scaffold & Sidewalk Shed (2026)

Section 9-3 of the Municipal Code, carried into the current Code from Section 14-58 of the 1975 Code, imposes two duties on anyone using a scaffold or ladder near the public right-of-way. First, any scaffold or ladder positioned so that it overhangs, or could fall onto, a public street, alley, or other public place must be firmly constructed and safeguarded against collapse. Second, nobody may leave tools or articles sitting on that scaffold, ladder, or similar perch in a manner that lets them fall onto the street, sidewalk, alley, or public place from a height greater than four feet.

The Code pairs this with Section 9-4, which applies the identical four-foot rule to movable articles left on window ledges or other places abutting a public street or alley, closing the obvious loophole of stacking materials on a ledge instead of a scaffold. Both sections sit in Chapter 9, Article I, alongside the City's snow-removal and building-moving rules, and both stand independently of the International Building Code and International Existing Building Code that the City separately adopted, in their 2021 editions, for the structural design of scaffolding used in active construction under Section 9-157. Enforcement of Chapter 9 generally falls to the Building Safety Division.
