Champaign, IL Building Safety: Plumbing Permits (2026)

City Code Sec. 9-157 adopts the Illinois Plumbing Code, along with the International Building, Residential, Mechanical, Fuel Gas and Fire Codes, the National Electrical Code and the Illinois Accessibility Code, by reference into Chapter 9. Those codes, and any amendments to them on file in the City Clerk's Office, control the construction, reconstruction and maintenance of every building and structure in the city; where two codes conflict, the more recent compilation or, if the same year, the more stringent standard applies. Sec. 9-159 layers on a local plumbing rule: any one- or two-family home that gets a building permit for initial construction after May 5, 1992, and has below-grade plumbing fixtures or drains, must discharge overhead rather than by gravity into the sewer system.

Permit fees are set in Sec. 00 each for a water closet, bathtub, lavatory, shower, kitchen sink, slop sink, laundry tray pair, dishwasher, garbage disposer, urinal and floor drain. Property maintenance enforcement under Sec. 3 requires that repairs, additions or occupancy changes to existing structures likewise follow the current Illinois Plumbing Code as adopted by the city.
