Champaign, IL Building Safety: Fire Sprinkler Requirements (2026)

Section 13-123 of the Champaign Municipal Code requires every existing residential Group R-2 apartment building with sixteen (16) or more dwelling units to be equipped with an approved automatic fire-extinguishing system if even one occupant has an "impaired evacuation capability," defined in Section 13-120 as a physical or mental limitation that prevents timely, reliable self-evacuation; the Fire Chief decides who qualifies and may order a timed evacuation drill to test it. The same retrofit article separately sprinklers three other building types: Section 13-121 covers existing high-rise buildings, defined as those with occupied floors more than 75 feet above the lowest fire department vehicle access point; Section 13-122 covers existing Institutional Group "I" occupancies such as nursing homes and detention facilities; and Section 13-124 separately covers existing residential Group R-2 dormitories, defined to include college dormitories, fraternity and sorority houses and military barracks housing group sleeping accommodations for more than sixteen unrelated people.

Section 13-125 set a hard compliance clock: every building covered by the article had to be protected "in its entirety" by an approved automatic fire-extinguishing system within five years of November 2, 2004, meaning the deadline for existing buildings already covered by the article expired November 2, 2009. The Fire Chief, defined in Section 13-120, administers and enforces the article citywide.
