East Orange, NJ Building Safety: Carbon Monoxide Detectors (2026)

East Orange folds its carbon monoxide alarm compliance duty into Chapter 146, Fire Prevention, Article I, § 146-1J, adopted March 11, 2024 by Ordinance No. 4-2024. Before any change of occupant in the City of East Orange, the property owner or agent must apply to the Bureau of Fire Prevention, the local enforcing agency for the Uniform Fire Safety Act named in § 146-1B, for a Certificate of Smoke Alarm, Carbon Monoxide Alarm and Portable Fire Extinguisher Compliance (CSACMAPFEC). The application fee is tiered by how much lead time the applicant gives: $100 if the Bureau receives the request more than 10 business days before the change of occupant, $125 for four to 10 business days' notice, and $175 for anything under four business days.

If the unit fails its first visit, § 146-1J(4) adds a $50 recheck fee for every additional inspection until the property passes. The Bureau operates within the Department of Fire under the Deputy Chief/Fire Prevention Officer (§ 146-1E) and also runs the annual non-life-hazard use inspection program set out earlier in § 146-1H. Anyone who disputes an order from the Bureau can appeal to the City's Construction Board of Appeals under § 146-1G, which hears appeals authorized by Sections 15 and 17 of the Uniform Fire Safety Act.

Because the certificate requirement flows from the state's Uniform Fire Code registration and life-hazard-use scheme, it applies citywide to rental turnovers and sales alike, and the fee schedule is the concrete cost every East Orange landlord or seller needs to budget for before closing or re-renting a unit.
