East Orange, NJ Building Safety: Elevator Maintenance (2026)

East Orange added its elevator article to the Property Maintenance Code, Chapter 159, Part 6, on December 23, 1985 by Ordinance No. 31-1985, and last amended the inspection and fee sections on February 23, 2015 by Ordinance No. 7-2015. Section 159-203 puts inspection authority with the designee of the Director of the Department of Property Maintenance and Code Enforcement, who inspects in accordance with the New Jersey Statutes and the New Jersey Administrative Code, meaning East Orange relies on the state elevator program rather than running its own technical code.

Subsection A adds the maintenance duty itself: all operating and electrical parts and accessory equipment for elevator devices must be kept in good working order and free of hazards, a continuing obligation on the building owner between inspections, not just on inspection day. Section 159-204 sets the fee schedule owners pay the City of East Orange for that inspection program: $250 for a final-acceptance inspection and test, $125 for a semiannual inspection, $150 for an annual inspection and test, $65 for a reinspection, $75 for a three-year inspection and test, and $250 for a five-year inspection and test.

A later article, § 159-205, added October 10, 1989 by Ordinance No. 23-1989, separately bans collapsible-type gates at elevator car entrances in favor of horizontally sliding doors, and requires any elevator that does not meet the car-gate-to-hoistway-door distance in ANSI A17.1, Rule 204.4e, to be pulled from service immediately until it is brought into conformance.
