Ogden, UT Building Safety: Carbon Monoxide Detectors (2026)

Ogden City Code § 12-17-3 makes every existing residential occupancy or dwelling with a fuel-fired appliance or an attached garage subject to the CO detector chapter. Owners must install and maintain the detectors, test and replace batteries, and immediately fix or replace defective units; for dwellings built before 2005, the occupant carries those same install, battery, and repair duties, while owners of post-2004 dwellings must meet the building code's CO detector requirements instead. Section 12-17-4 sets placement: a detector centrally located outside each separate sleeping area, on the ceiling or wall within 20 feet of any door leading to a bedroom, or within 40 feet in a shared hallway serving sleeping units or more than six dwelling units.

Detectors must be UL- or CSA-listed, meet UL 2034 (or later) standards, and follow manufacturer mounting instructions, avoiding dead-air spaces. If a hallway detector is found tampered with, it must be replaced with a hard-wired unit; one found missing a battery must be replaced with a tamperproof, sealed-battery model. Section 12-17-5 makes it unlawful to fail to install or maintain a required detector, or to remove, deface, or otherwise tamper with one, though normal repair or replacement by an owner, manager, tenant, or agent is not tampering.

The building official and fire chief enforce the chapter under § 12-17-6, with authority to inspect on a change of occupancy, during permitted construction or renovation review, when checking compliance with the good landlord incentive program, or whenever lawfully on the premises. 00 civil penalty, suspended if compliance is shown within 30 days of the citation; each day a violation continues is a separate offense, and the city may also seek injunction, mandamus, or judicial abatement.
