Ogden, UT Building Safety: Electrical Permits (2026)

Ogden City Code section 16-2-2 adopts the state construction code, defined by Utah Code Annotated section 15A-1-204, as the standard governing construction, occupancy, alteration, remodeling and repair of every structure and building in the city, and lists the National Electric Code among the specific model codes folded into that state code alongside the International Building, Residential, Mechanical, Fuel Gas and Plumbing codes. Any wiring, service upgrade or new circuit work covered by the NEC therefore requires an electrical permit issued through Ogden's Building Services Division of the Community and Economic Development Department before work starts, and that work is subject to inspection under the technical codes adopted by chapter 2.

Section 16-1-4 backs the permit requirement with a real cost: if a contractor or homeowner starts electrical work before obtaining the permit, the building official can add an enhanced fee up to one hundred percent of the total permit fee that would otherwise have been charged under the base fee schedule, on top of the normal permit and plan review fees. That enhanced fee does not excuse the work from meeting every other requirement of the technical codes, and does not bar the city from pursuing other penalties or remedies.

Anyone who disputes a permit decision or fee can appeal to the board of building and fire code appeals for a one hundred dollar filing fee under section 16-1-7. Ogden last amended its technical code adoption by Ordinance 2023-64, keeping pace with the state's currently adopted National Electric Code edition.
