Perth Amboy, NJ Building Safety: Carbon Monoxide Detectors (2026)

Article II of Chapter 227 of the Perth Amboy City Code, § 227-11, is how the City of Perth Amboy enforces carbon monoxide alarms in this Middlesex County waterfront city. The rule attaches to a transaction, not to a calendar. Before any one- and two-family or attached single family structure is sold, leased, or otherwise made subject to a change of occupancy for residential purposes, the owner has to obtain a certificate of smoke alarm, carbon monoxide alarm, and portable fire extinguisher compliance (the CSACMAPFEC, cited to N.J.A.C. 5:70-2.3) from the Perth Amboy Fire Prevention Bureau. The certificate evidences compliance with N.J.A.C. 5:70-4.19.

The application fee is $100 for a single-family structure and $150 for a two-family structure. A $50 fee is charged for any re-inspection required because of missing, out dated, or non-working life safety equipment, or because the applicant or the applicant's agent was not present for the inspection. A cancellation received less than 24 hours before the inspection also draws the $50 re-inspection fee. Section 227-11(F) confirms that the same application fees cover the inspection of a sale for carbon monoxide detectors, fire extinguishers and smoke detectors together.

Applications go to the Fire Official of the City of Perth Amboy, Fire Prevention Bureau, 375 New Brunswick Avenue, Perth Amboy, New Jersey, with the fee payable to the City of Perth Amboy. The City's Tax Collector hands each person who requests an official tax search a statement calling attention to the Article and telling the seller or lessor of covered real estate to obtain a permit application from the Fire Prevention Bureau. Under § 227-11(D), no single-family or multifamily residential unit can be sold, rented or have additions constructed unless the unit has been brought into compliance.

The same inspection covers the portable extinguisher. Under § 227-11(H) it must be an approved, listed and labeled type with a minimum of 2A:10B:C and a weight that does not exceed 10 pounds. It must sit within 10 feet of the kitchen, in the path of egress, readily accessible and not obstructed from view, with the top of the extinguisher not more than five feet above the floor. Section 227-11(G) defines "fire inspector" as an inspector of the Fire Prevention Bureau and Perth Amboy Fire Department.
