Avondale, AZ Building Safety: Electrical Permits (2026)

Section 4-31 adopts the 2023 National Electrical Code (NEC), together with 'The Avondale Amendments to the 2023 National Electrical Code,' as the city's Electrical Code, regulating installation, construction, remodeling, alteration, repair, conversion, maintenance, use and removal of electrical systems and equipment in every building and structure in the city; three copies are kept on file with the city clerk for public inspection. Section 4-32 then supplies the permit trigger: no person may install, construct, alter, repair, replace, maintain or remove any electrical system, equipment or device regulated by that adopted NEC and its Avondale amendments without first obtaining an electrical permit issued by the chief building official or a designee.

Performing the work without that permit is expressly declared unlawful and can bring stop-work orders, fines and other enforcement. Permit and inspection fees are set by the city council as part of the annual budget process or by council resolution under § 4-33. Enforcement flows through the chapter's general penalty clause, § 4-2: violating any adopted 2024/2023 I-Code, including the electrical code, is a Class One misdemeanor punishable by a fine of up to $2,500, up to six months in the county jail, or both, with each day a violation continues counted as a separate offense, and the chief building official may also suspend or revoke a certificate of occupancy.
