Sec. 153.03 requires that before any electrical work begins in any residence, building, or structure, or on any lot or premises in the city, plans and specifications must be filed with the building commissioner for approval, or the property owner may instead notify the commissioner of the proposed installation so the commissioner can approve the method directly and put it in writing; only after that approval can a licensed and bonded electrical contractor obtain the actual wiring permit from the building commissioner. Sec. 153.12(A) adopts the current National Electrical Code and current International Building Code as the minimum requirements for wiring installed under a Sec.

153.03 permit. Sec. 153.13 requires anyone operating a wiring, heating, or air conditioning business in the city to first obtain a license from the city controller, backed by a $5,000.00 bond filed with the city clerk, or an equivalent cash bond. Sec. 153.09 limits how long a permit stays valid: it expires by limitation if active work has not commenced within two months of the date of issue. Once work is underway, Sec. 153.11 requires the electrician in charge to notify both the building commissioner and the property owner, by phone or in writing between 8:00 a.m. and 4:00 p.m., at least eight work hours before an inspection, and a failed inspection triggers a $1.00 renotification fee.

Sec. 153.06 ties electrical permit fees to the building code's fee schedule in Secs. 152.01 through 152.144. If the commissioner finds work is not proceeding according to the approved plans, Sec. 153.07 lets the commissioner revoke the permit after written notice to the owner and contractor if the work is not corrected. Violations carry a fine up to $500.00 under Sec. 153.99(B), and a second conviction adds a six-month to one-year license revocation under Sec. 153.99(A).
