Sec. 154.03 requires that before any plumbing work begins in any residence, building, or structure, or on any lot or premises in the city, plans and specifications must be filed with the building commissioner, or the owner may instead notify the commissioner of the proposed installation so the commissioner can visit the premises, inspect the methods, plans, and specifications, and put the approval in writing; only after that approval can a permit to do the plumbing work be obtained from the building commissioner. Sec. 154.13 adopts the plumbing rules and regulations of the state's Administrative Building Council, with certified copies on file at the city clerk's office, as the minimum requirements for plumbing installed under a Sec.

154.03 permit. Sec. 154.14 requires anyone operating a plumbing business in the city to first obtain a registration, which will not be issued until the applicant files a copy of his current state license with the Muncie Building Commissioner's office; Sec. 154.15 further requires a list of all licensed plumbing employees and registered apprentices with their IPLA numbers. Sec. 154.16 sets the registration fee at $150.00 per year, expiring every January 1st, with a $100.00 annual renewal fee after the first year. Sec. 154.10 limits how long a permit stays valid: it expires by limitation if active work has not commenced within two months of issue.

Sec. 154.06 clarifies that simple repairs, replacing an old fixture with a new one for the same purpose, forcing out waste, or fixing leaks, do not require a new permit under the chapter, unless new vertical or horizontal soil, waste, vent, or leader lines are involved. Sec. 154.07 ties plumbing permit fees to the building code's fee schedule in Secs. 152.01 through 152.144. A second conviction under the chapter is a misdemeanor that carries a six-month to one-year revocation of the plumber's registration under Sec. 154.99.
