Pico Rivera, CA Building Safety: Electrical Permits (2026)

Under Pico Rivera Municipal Code § 15.28.010, the City Council adopted the 2025 Edition of the California Electrical Code, Part 3, based on the 2023 National Electrical Code published by the National Fire Protection Association, including Annexes A, C, and I, as Chapter 15.28 of Title 15. The city keeps the code's administrative machinery in one place: § 15.28.020 deletes Article 89 of the electrical code and points installers instead to the general building administrative provisions at § 15.08.020, meaning electrical permit applications, plan review, permit fees, and inspections all run through the same Building Division process that handles building, mechanical, and plumbing permits.

Section 105.1 of that administrative chapter requires anyone who intends to install, alter, repair, remove, convert, or replace an electrical system regulated by the adopted codes to first apply to the building official and obtain a permit before starting work, with a narrow exception allowing annual maintenance permits for qualifying facilities. Two former local amendments to Article 310 that used to sit at §§ 15.28.030 and 15.28.040 were repealed outright by Ordinance 1200 in November 2025, so the current chapter runs on the adopted National Electrical Code text without local wiring amendments layered on top of it.

Contractors and homeowners doing their own electrical work in single-family homes still need the same Building Division permit and inspection sign-off; skipping it means the work was never reviewed against the 2023 NEC's wiring, grounding, and overcurrent-protection requirements the city has adopted as law.
