Pico Rivera, CA Building Safety: Plumbing Permits (2026)

Pico Rivera Municipal Code § 15.32.010 has the City Council adopting the 2025 Edition of the California Plumbing Code, Part 5, based on the 2024 Uniform Plumbing Code published by the International Association of Plumbing and Mechanical Officials, including Appendices A, B, D, G, I, M, and R, as Chapter 15.32 of Title 15. The chapter states its own purpose in subsection B: to protect public health and safety and set minimum regulations for the erection, installation, alteration, repair, relocation, replacement, maintenance, or use of plumbing systems within the city.

Section 15.32.020 deletes Chapter 1 of the adopted plumbing code and substitutes a single cross-reference: administrative provisions for the plumbing code, like every other adopted construction code, run through § 15.08.020 of the Building Code. That section's Section 105.1 requires anyone who intends to erect, install, enlarge, alter, repair, remove, convert, or replace a plumbing system regulated by the code to apply to the building official and obtain a permit first. The same administrative chapter gives the building official authority to inspect, issue stop-work orders, and require corrections under Sections 104 and 114 if plumbing work does not match the approved permit.

Because the plumbing code is adopted by reference under Government Code § 50022.1 et seq. rather than rewritten locally, the substantive fixture, venting, and drainage standards residents and contractors must follow are the 2024 Uniform Plumbing Code's provisions as amended into the 2025 California Plumbing Code, with the city supplying only the permit and enforcement layer on top.
