Pico Rivera, CA Building Safety: Green Building Code (2026)

Pico Rivera Municipal Code § 15.34.010 adopts the 2025 California Building Standards Code, Part 11, known as the California Green Building Standards Code (CALGreen), by reference as Chapter 15.34 of Title 15, stating that the code 'is adopted by reference and incorporated as if fully set forth in this chapter.' Unlike the electrical, plumbing, and mechanical chapters that sit alongside it in Title 15, Chapter 15.34 carries no separate administrative or amendment sections of its own; it consists of the single adoption section, so the mandatory and voluntary CALGreen measures apply in Pico Rivera exactly as the California Building Standards Commission wrote them.

Because CALGreen compliance is tied to the building permit process, the general building permit requirement at § 15.08.020, Section 105.1, controls: anyone constructing, enlarging, or altering a building or structure covered by the adopted codes must first apply to the building official and obtain a permit, and that plan review is where CALGreen's mandatory measures for water use, construction waste, and building envelope efficiency get checked. The chapter has been re-adopted at every building code cycle since Ordinance 1065 in 2010, most recently folded into the citywide code update under Ordinance 1200 on November 12, 2025, keeping Pico Rivera's green building standard current with the state's triennial code cycle rather than freezing it to an older edition.
