01 adopts the 2025 California Electrical Code, including its annexes and tables, as the city's Electrical Code governing installation, arrangement, alteration, repair, use, and operation of electrical wiring, fixtures, and appliances. 04 requires electrical plans and specifications to be filed and approved by the Building Official before wiring or installation begins on covered projects. Plans must be prepared and stamped by a licensed Professional Electrical Engineer for all occupancies listed in the adopted California Building Code, and must show load schedules, wiring diagrams, homeruns, wire sizes, and panel locations.

Full electrical plan check is mandatory for all commercial and industrial projects, tenant improvements, additions, and service changes; for mixed R-2/U occupancy projects where the U portion runs 1,000 to 3,000 square feet with service over 400 amps; and for R-3 occupancy with service over 400 amps. Electrical load calculations must be prepared by a licensed electrical contractor or the owner-builder for R-3 new construction, additions, and service changes, and for U occupancy under 1,000 square feet. The Building Official may waive plan submission where the scope of work does not require plan review to confirm compliance. 06, so an electrical permit follows the same 12-month commencement clock and doubled-fee consequence for unpermitted work as a building permit.
