Redondo Beach, CA Building Safety: Green Building Code (2026)

RBMC Chapter 23, Green Building Standards, adopts the 2025 California Green Building Standards Code, including its appendices, as filed with the City Clerk, establishing it as the rules and conditions governing the planning, design, construction, demolition, use, occupancy, and maintenance of buildings citywide with respect to energy efficiency, water efficiency and conservation, material conservation and resource efficiency, and environmental quality enhancement. The adoption carries a federal savings clause: nothing in the chapter requires an applicant to use covered products under the Federal Energy Policy and Conservation Act that exceed applicable federal energy conservation standards.

02 sets the CALGreen fee at 10 percent of the underlying permit fee, but builds in incentives for going beyond the code minimum: a project that voluntarily complies with Tier 1 CALGreen measures gets a 5 percent refund of that CALGreen fee, and a project achieving voluntary Tier 2 compliance gets a full refund of the CALGreen fee entirely. 01, and the Chief Building Official retains authority to modify plan review fees and requirements under Section 109 of the Building Code, as well as to refund any CALGreen fee erroneously paid or collected.

This creates a direct financial incentive, not just a compliance floor, for Redondo Beach builders who exceed the mandatory Tier 1 or Tier 2 green measures on a project.
