Fresno, CA Building Safety: Green Building Code (2026)

Section 11-109 adopts the 2025 California Green Building Standards Code and folds it into the Fresno Building Code as the Fresno CALGreen Code, effective October 31, 2025 under Ordinance 2025-040; a copy is kept on file for public review at the Planning and Development Department's Building and Safety Services Division. Fresno adds its own enforcement layer at Section 6-225, "Compliance with CALGreen Recycling Requirements": anyone applying for a city permit for new construction or building additions and alterations must comply with all CALGreen components covered by the project's scope, and where the city's own requirement is more stringent than CALGreen, the stricter standard controls.

Two numeric triggers make the rule concrete. 1 for adequate recycling space. Second, new commercial construction, or additions exceeding 30 percent of existing floor area, must provide the same kind of accessible recycling and organics storage areas. Applicants must also comply with CALGreen and other applicable law on construction-and-demolition debris management, including diverting recyclable and organic materials from disposal, and with the city's published administrative guidelines on tracking and reporting that diversion. These conditions attach directly to permit approval, the recycling-space and diversion requirements are not optional add-ons but conditions the Building and Safety Services Division checks before issuing the permit for a qualifying project.
