Highland, CA Building Safety: Green Building Code (2026)

Highland Municipal Code § 15.36.010 adopts the 2025 California Green Building Standards Code, which is Part 11 of Title 24 of the California Code of Regulations, as published by the International Code Council. The section designates it the green building standards code for the City of Highland and names the building official as the authority charged with administration and enforcement. One complete copy is open for public inspection in the office of the city clerk.

Section 15.36.020 states the purpose: to improve public health, safety and general welfare by enhancing the design and construction of buildings through building concepts with a reduced negative impact or positive environmental impact, and by encouraging sustainable construction practices. It lists five categories: planning and design; energy efficiency; water efficiency and conservation; material conservation and resources efficiency; and environmental quality.

Chapter 15.36 has just those two sections and prints no local amendments to the state code, so the adopted text is the state green code itself. It sits beside sibling adoptions in Title 15: the California Existing Building Code, 2025 Edition (§ 15.32.010), the California Referenced Standards Code (§ 15.38.010) and the California Fire Code (§ 15.29.010). The Development Code separately carries sections titled solar energy design (§ 16.40.330), water efficient landscape requirements (§ 16.40.390) and solid waste reuse and recycling regulations (§ 16.40.400).

Because the code is adopted through Title 15, the Title 15 penalty chapter applies to it. Section 15.44.010 also lets the city recover attorneys' fees in nuisance abatement proceedings when it prevails, in accordance with HMC § 1.24.050.
