San Clemente, CA Building Safety: Green Building Code (2026)

Chapter 15.14 of the San Clemente Municipal Code, consisting of a single section, adopts the California Green Building Standards Code by reference. Section 15.14.010 states the 2025 California Green Building Standards Code and its provisions relating to the sustainability of construction resources and the conservation thereof is hereby adopted, with a copy held for public review in the Building Division. CALGreen is Part 11 of Title 24 of the California Code of Regulations and sets mandatory measures for water efficiency, construction waste diversion and building material standards for projects statewide; San Clemente's ordinance is what makes those measures locally enforceable through its own permit process rather than leaving them as a bare state requirement.

The city has re-adopted this chapter on the same three-year cycle the state uses to update the model code: Ordinance No. 1683 § 8 in 2019, Ordinance No. 1738 § 7 in 2022, and Ordinance No. 1796 § 9, effective November 4, 2025, which brought the current 2025 edition into the Municipal Code. Because the Green Building Standards Code chapter contains no separate administration or fee section of its own, compliance is checked as part of the standard building permit plan review performed by the Building Division alongside the Building, Residential, Electrical, Mechanical and Plumbing codes, and a copy of the adopted text is available there for public inspection.
