Passaic, NJ Building Safety: Building Inspections (2026)

Section 219-147 designates the Director of Housing Inspections of the City of Passaic as the Housing Officer, giving that office direction and supervision over all inspections, regulation, enforcement, and hearings on code violations, with authority to appoint other officials or employees to help make inspections and hold hearings. Subsection C requires that, for each inspection, all rooms and parts of the premises be made available and accessible, with the owner and operator responsible for arranging access; inspections are conducted during the regular working hours of the business occupying the premises, unless there is reason to believe an immediate threat to health or safety requires inspection without delay.

Section 219-148 requires inspectors to carry official identification and exhibit it on request when entering any dwelling unit, rooming unit, or other part of a covered premises, and directs them to avoid intentionally embarrassing or inconveniencing occupants. Section 219-149 makes it a code violation, subject to penalties, to refuse the Housing Officer or an agent entry or access, or otherwise impede or prevent an inspection. Where access is refused, § 219-150 lets the Housing Officer apply to the Municipal Court Judge for a search warrant by affidavit setting out the facts supporting a reasonable belief that a nuisance or code violation exists, and the judge may issue a warrant authorizing entry and inspection of the affected part of the premises.
