Beaumont, CA Building Safety: Plumbing Permits (2026)

Section 15.16.010 of the Beaumont Municipal Code adopts the California Plumbing Code, Title 24, California Code of Regulations, Part 5, as the Plumbing Code of the City of Beaumont, California, including later state amendments, except as modified by the chapter. Section 15.16.020 amends the 2025 edition and titles it the Plumbing Code of the City of Beaumont. The amendments do not write separate plumbing permit rules. Each one points to a specific item in § 15.04.020.

The time limit on an application (item 104.3.3) follows item 105.3.2: an application with no permit issued within 12 months of filing expires, with extensions of up to 180 days each. Expiration of a plumbing permit (item 104.4.3) follows items 105.5 and 105.5.1: the permit is invalid if work does not start within 12 months or is suspended or abandoned for 365 days, and work begun without a permit must pass its first inspection within 30 calendar days of the permit's issuance.

Payment of fees (item 104.5) follows item 109.1, covering plan check fees and deposits, permit fees, re-inspection fees, special inspection fees and investigation fees, all set by City Council action. The schedule of permit fees (item 104.5.1) follows item 109.2 and the city fee schedule. Work commencing before permit issuance (item 104.5.2) follows item 109.4, which requires a special investigation before a permit issues at a cost equal to the permit fee. Related fees (item 104.5.3) follow item 109.5, and refunds (item 104.5.4) follow item 109.6, under which the building official can refund up to 80 percent of a permit fee if no work was done, on written application within 180 days of payment.
