Bossier Parish, LA Building Safety: Plumbing Permits (2026)

Section 19-3 of the Bossier Parish Code adopts, pursuant to La. S. , the technical codes governing construction in unincorporated Bossier Parish, and Section 19-3(e) specifically adopts the Louisiana State Plumbing Code, Part XIV (Plumbing) of the State Sanitary Code as amended by the state health officer through the office of public health, as the parish's plumbing standard; the section notes nothing in it prevents the state health officer from separately enforcing that Part XIV. Section 19-5(a) makes it unlawful to erect, install, enlarge, alter, extensively alter, repair, remove, convert or replace any plumbing system regulated by the code without first obtaining a properly issued permit from the Bossier Parish Building Official.

Section 19-5(g) exempts two narrow plumbing jobs from the permit requirement: stopping leaks in drains, water, soil, waste or vent pipe, unless a concealed pipe must be removed and replaced, which is treated as new work requiring a permit, and clearing stoppages or repairing leaks in pipes, valves or fixtures, or removing and reinstalling water closets, provided the repair does not require replacing or rearranging valves, pipes or fixtures. Applications must describe the work, the property and whether plumbing is involved, per Section 19-5(l), and the building official reviews the application before issuing the permit.

An issued plumbing permit lapses if work has not started within 180 days, or is suspended or abandoned for 180 days once begun, subject to extensions the building official can grant for justified cause. Section 19-11 additionally bars connecting a plumbing system to a utility until the building official has approved that connection.
