Chapter 242, adopted July 21, 1987 by Ordinance No. " Section 242-3 designates the Building Official as the code enforcement officer responsible for enforcing the chapter, with Bureau of Buildings employees performing inspections and investigating complaints. Section 242-5(A) makes it unlawful to engage in the business of plumbing, or to install, alter, or repair any plumbing system in the City, without a Westchester County certificate of qualification obtained after examination and duly registered with the Plumbing Inspector; a plumber must file a written application with the county and pay the county's fees, then register at the Plumbing Inspector's office as soon as the certificate is issued.

Building on that requirement, § 242-6 bars any City department, officer, or employee with jurisdiction over the City's water mains or sewers from issuing a permit to anyone who is not both a certificate holder and a registered master plumber. Section 242-7 requires the owner or agent to file duplicate plumbing plans with the Bureau of Buildings for approval before work starts, and bars any modification without amended drawings also being filed and approved; the master plumber must additionally file a notification card with the Plumbing Inspector before work begins, though minor "jobbing" repairs and replacements are exempt from the plan-filing requirement.

Section 242-8 sets separate fees for a permit and inspection covering up to six fixtures, for each additional fixture, for fixture replacements and sewer cappings, and for gas piping inspection and testing, all charged as set out in Chapter 133, Fees.
