Queen Creek, AZ Building Safety: Plumbing Permits (2026)

Section 7-1-1-4-5 adopts the 2021 International Plumbing Code to govern the installation, alteration, repair and replacement of plumbing systems in Queen Creek, including systems connected to water or sewage service and all aspects of medical gas piping; the section also directs that any reference elsewhere in the Town Building Code to a "plumbing code" or "gas code" means the International Plumbing Code or International Fuel Gas Code. Section 7-1-4-1 requires a Building Official permit before anyone erects, installs, alters, repairs, removes, converts or replaces a plumbing system regulated by the Town Building Code.

As with electrical work, Section 7-1-4-1-1 allows a firm that regularly employs qualified plumbers to obtain a single annual permit rather than pulling one for every alteration, with fees set by the current Permit Fee Schedule and the Building Official's authority to suspend it for noncompliance. Section 7-1-4-2-4 lists plumbing work exempt from permitting: stopping leaks in drains, water, soil, waste or vent pipe without replacing concealed piping, clearing stoppages or repairing leaks in pipes, valves or fixtures without rearranging them, reinstalling water closets without replacing valves or pipes, replacing an electric water heater of equal or lesser amperage rating, and replacing water softeners.

Any work that goes beyond those narrow exceptions, including replacing a concealed trap or waste pipe found to be defective, is treated as new work requiring a full permit and inspection under the Town Building Code.
