Ramapo, NY Building Safety: Plumbing Permits (2026)

L. No. 12-1988 and amended February 6, 2012. Section 125-1 states the Town Board's finding that the health, safety and welfare of Town residents require that all plumbing, heating and air-conditioning work needing a permit be done by a contractor licensed by Rockland County. Section 125-2 defines the covered trades broadly: 'plumbing' covers the installation, maintenance, extension and alteration of piping, fixtures, appliances and equipment connected to gas distribution, sanitary or storm drainage, venting, and public or private water supply systems, plus stormwater, liquid waste, sewage and water-supply connections to any point of public disposal; 'heating' covers installing, altering, extending, repairing or maintaining heating equipment and its gas, oil or water piping; and 'air conditioning' covers cooling, cleaning, humidifying and circulating air through buildings.

The operative rule, § 125-3, ties licensing directly to inspection: no air-conditioning, plumbing or heating work requiring a permit under any applicable law or regulation may be inspected by the Town of Ramapo Building, Planning and Zoning Department or the Town of Ramapo Division of Sewers unless the work is being done by a contractor licensed to perform it by the County of Rockland. In practice, that means a permit application tied to unlicensed plumbing or heating work cannot pass Town inspection or be signed off, regardless of the quality of the work performed.
