Stonecrest, GA Building Safety: Plumbing Permits (2026)

Sec. 7-23(a)(3) adopts the International Plumbing Code, the Georgia Amendments to it, and Appendices C, H, and I as the plumbing standard for all new construction, installation, repair, or alteration citywide. Sec. 7-25 layers on local amendments, most notably a waiver process letting the director exempt a project from installing high-efficiency plumbing fixtures when an existing system's capacity or design would not function properly with them, when the property relies on a private well or gravity-fed spring, or when the fixtures are specifically designed for people with disabilities, penal institution use, or juvenile toilets.

Sec. 7-118(a) then sets the general permitting rule that covers plumbing along with building, mechanical, gas, and electrical work: a permit is required before any construction, alteration, or repair other than 'ordinary repairs,' and it must be obtained at least eight hours before work starts, or within 24 hours for emergency work. Sec. 7-118(d)(5) carves out narrow plumbing exceptions from that permit duty: stopping a leak in a drain, water, soil, waste, or vent pipe, and clearing stoppages or reinstalling water closets, so long as no pipe or fixture is replaced or rearranged; replacing a defective concealed pipe, by contrast, is treated as new work requiring both a permit and inspection.

Permit fees are set by the city council and kept on file with the city clerk under Sec. 7-120(b), and the Building Official within Community Development, per Sec. 7-61, administers the permitting and inspection process.
