Blue Springs, MO Business Licensing & Operations: Adult Entertainment (2026)

Section 405.050(A)(2) of Blue Springs' Unified Development Code subjects adult entertainment establishments to some of the tightest siting standards in the UDC. The 1,200-foot separation from any RE, SF, TF or MF residential zoning, or from a religious assembly, school or park and recreation use, is measured as a straight line from the establishment's nearest exterior wall to the nearest lot line of the protected property, without regard to what parcels lie in between. A separate 1,000-foot buffer keeps a new adult entertainment use away from any other adult entertainment establishment and from any bar or tavern.

The use must front at least 100 feet on an arterial street, and all vehicle access must come from that arterial rather than a side or residential street. Building and off-street parking area setbacks are twenty feet on the exterior lot line and ten feet on any interior lot line, tighter standards than many other commercial uses face in the same zoning districts. The lot must also be screened, and windows, doors and entries must be designed so that no view into the establishment is possible from any sidewalk, street or public area, with no merchandise, pictures or entertainment displayed or performed outside the building.

Every adult entertainment establishment must go through site plan and design review under Section 403.070 before opening. Given the combined 1,200-foot and 1,000-foot separations layered on top of the frontage and design standards, few parcels in the city can actually satisfy every buffer simultaneously.
