Blue Springs, MO Business Licensing & Operations: Pawnbrokers (2026)

Section 650.040 of the Blue Springs City Code makes it unlawful to operate a pawnshop without a license issued under the chapter and authorized by Missouri's pawnbroker statutes. An applicant must be a person of good moral character, show at least fifty thousand dollars in net assets readily available for each licensed pawnshop, and demonstrate the business will be operated lawfully. Each applicant must file a five-thousand-dollar surety bond with the City and carry public liability insurance of at least $100,000 per injured person, $300,000 per occurrence, and $100,000 for property damage.

A new pawnshop license carries a $500 investigation fee, dropping to $250 for a second or additional location under common ownership, plus a $500 annual fee that renews on the same schedule as the general occupational license; licenses expire the last day of February each year and must be posted conspicuously at the licensed location. Every licensed pawnbroker must also file a daily report of all property received, deposited, or purchased with the Chief of Police before noon each day, and the Police Department keeps those reports as a public record for at least one year.

A separate Pawnshop Dealer Manager's Permit, valid three years for a $15 fee, is required for anyone other than an owner who manages a shop.
