Blue Springs, MO Business Licensing & Operations: Massage Establishments (2026)

Blue Springs repealed and replaced its massage regulations by Ord. No. 5026 on August 2, 2021, splitting the license into two tiers. Section 620.030.A makes it unlawful for any person, firm, partnership, association, or corporation to operate or maintain a massage facility without first obtaining a massage facility business license from the Community Development Department, in addition to any massage therapist permit required of the individual practitioner under Section 620.020. The applicant must submit the original massage business license issued by the Missouri Board of Therapeutic Massage and pay the fee set out in Section 620.030.B: $100.00 for the initial term, running March 1 through the last day of February, and $50.00 for each annual renewal.

Section 620.030.C requires the applicant to list every massage therapist working at or on behalf of the facility and prove each holds a valid city permit, while Section 620.030.D conditions approval on the facility sitting in an appropriate zoning district under the Unified Development Code and, if located in a hotel or motel, occupying a space dedicated solely to massage services. The Community Development Department or Police Department can confirm the underlying state license is not suspended or revoked. Under Section 620.050, the Police Department may inspect a licensed facility at any time without notice, and refusing entry is itself grounds for suspension or revocation of the license under Section 620.060.
