Blue Springs, MO Business Licensing & Operations: Secondhand Dealers (2026)

Chapter 615 of the Blue Springs Code regulates any 'precious metal and gem dealer,' defined as a person or firm in the business of buying gold, silver, pewter, platinum-group metals, or precious and semiprecious stones for resale. Section 615.020.A requires a license from the Director of Finance for each place of business, renewed annually, in addition to any other business license. Section 615.020.B sets the application fee at $50.00, and Section 615.020.D requires the dealer to post a bond of $5,000.00 with two or more sureties approved by the Chief of Police before the license issues, to cover fines, penalties, and damages from a wrongful purchase of stolen or a minor's property.

Beyond licensing, Section 615.030 requires a detailed purchase record for every transaction, including the seller's name, age, address, a driver's license or state ID number, a fingerprint, and a photograph of the item; Section 615.040 adds a signed statement of ownership delivered to the Chief of Police within 24 hours; and Section 615.060 bars the dealer from reselling, melting, or otherwise disposing of any item for ten days after purchase, extendable another ten days if police have cause to believe it is stolen. Section 615.070 bars purchases from anyone under 18 or of anything the dealer has reason to believe is stolen. The license can be revoked by the Director for up to one year under Section 615.020.E upon a finding of a violation.
