13(1)(d). Both tracks run through the City Clerk, with applications reviewed by the Chief of Police, Building Inspector and Fire Chief, a published Class II notice, and a public hearing before the Common Council, which must act within sixty days; a first-time approval carries a six-month probationary license before an annual license issues. 13(1) may be outstanding in the City at one time. 13(1)(h) sets the spacing rules that anchor the whole licensing scheme: no licensed establishment may host adult performances within 500 feet of any area zoned residential, or of a church, school, nursing home, public park or day care center, and no licensed establishment may sit within 1,000 feet of another business licensed under the same Section or within 1,000 feet of any business holding an alcohol beverage license, all measured in a straight line between property lines with no allowance for intervening buildings. 13(1)(g), including a midnight-to-close curfew most nights, adequate lighting, off-street parking, and a bar on physical contact between performers and patrons.
