020, to hold a city license before opening anywhere within Sun Prairie's corporate limits. 040 requires the application, filed in triplicate with the clerk-treasurer at least forty-five days before a council meeting, to disclose ten years of residential addresses, prior employment, any past adult-establishment license revocations, and all criminal convictions for every owner, officer, director or member with a direct ownership interest. 050 sets the substantive standards: every named applicant must be at least eighteen, cannot have been convicted of or pleaded no contest to a felony or a crime of moral turpitude, prostitution or a sexual offense within the preceding five years, and cannot have violated the chapter itself within the same five-year window; the police department must also complete a background investigation, and the fire, health, building and zoning authorities must inspect and approve the premises before a license issues.

Subsection D requires the applicant to prove ownership, a lease, or an option to buy or lease a properly zoned building, and Subsection F places a hard citywide cap of three annual licenses in effect at any one time. 100(S) bars issuing a license until all zoning approvals for the site have been obtained.
